Public sewage systems play a crucial role in managing rainwater, hence civil engineers are responsible for overall heavy rain disaster response. In the past, sewage systems were solely responsible for waste disposal, but modern sewage systems play a role in facilitating urban water circulation. Therefore, more emphasis is placed on the term 'stormwater management' rather than 'sewage.' With recent worsening climate change, its importance is increasingly recognized.
Part 4: Heavy Rain Disaster Response and Management
1. Operation of Disaster Response Team
Operating the Disaster Response Team is the most critical task, particularly during heavy rainfall. This involves assembling all personnel responsible for urban facilities to promptly address emergency situations. This practice aligns with the common saying, "When it rains heavily, civil servants are summoned."
2. Construction and Management of Sewerage Facilities
Despite continuous efforts to clear them, sewage facilities often accumulate garbage. A small number of civil servants struggle to clear thousands of rainwater catchments scattered throughout the area, which accumulate various waste such as cigarette butts, debris, and construction cement. Additionally, they maintain aging pipelines and construct large reservoirs to collect rainwater for seasonal preparedness.
3. Weather Monitoring and Operation of Warning Systems in High-Risk Areas
During rainy seasons, weather monitoring and warning systems are operational. Disaster management personnel monitor radar and rainfall levels continuously. Moreover, in disaster-prone areas such as riversides and steep slopes, evacuation announcements are broadcasted through speakers.
4.Provision of Flood Control Equipment, Materials, and Personnel
Supplying pumps, barriers, and other flood control equipment is crucial. While homeowners are primarily responsible for protecting their properties, many are negligent, prompting civil servants to step in. They provide support by offering flood barriers, flood pumps, and assistance during flood emergencies. In severe cases, civil servants, contractors, and even military and police personnel assist in relief efforts.
5. Assistance to Affected Families
Preparations for potential disaster-related damages include promoting insurance and providing financial assistance. Authorities assess and provide support to affected households according to relevant laws. While genuine cases of damage receive assistance, there is a significant number of individuals who, despite their negligence in property maintenance, demand disaster relief funds incessantly. Disaster response entails safeguarding individuals to prevent accidents, which requires cooperation from citizens, recognizing its impracticality in individual assistance.
